[IGSMAIL-6340] New appointed member of IGS Governing Board

Dear Colleagues,

I am very glad to announce that Dr. Chuck Meertens from UNAVCO was 
elected unanimously by the voting members of the IGS Governing Board as 
new appointed member of the Board for 2011-2014. With his deep 
experience in GNSS technology, network operations and analysis Chuck 
will contribute to guide the IGS in view of the many network issues and 
challenges facing our community in the changing GNSS landscape. The 
Board considers the relations between UNAVCO and IGS as very important.

I welcome Chuck in the Board and look forward for a fruitful collaboration.
