[IGSMAIL-6308] SOPAC db maintenance

We will be doing some short hardware maintenance on our database server
today as we replace a power supply fan.  This maintenance will be done
between 11am and 12 noon (exact time is dependent on the backup
finishing).  During this time, some services that rely on the database may
be unavailable for a short time.  The total time for service outage should
be less than 30 minutes.
