[IGSMAIL-6183] CDDIS is now available

Access to the CDDIS archive through anonymous ftp to host
cddis.gsfc.nasa.gov is now available. Since a change in
IP number was required, it may take a few hours for the
DNS to update. Suppliers of data and products for the
archive should now use host cddisin.gsfc.nasa.gov to push
files to CDDIS; we are actively processing all incoming
files and hope to have the archive up-to-date as soon as
possible. Please contact me if you have any questions or
problems.
