A simple web search will find many algorithms and routines
to interpolate the IGS 15-minute SP3 files to arbitrary
sampling intervals. It is straightforward to use most of
these approaches to derive the associated satellite velocities.
References to some published methods are also cited on the
front page of the ACC website at acc.igs.org.
Future inquiries should be directed to the IGS Central Bureau
(igscb @ igscb.jpl.nasa.gov) for general matters or to the ACC
(igs.acc @ noaa.gov) for product-specific issues.
