[IGSMAIL-4800]: Network problems at NASA GSFC

Unfortunately, we have been informed by the IT staff at GSFC
that our local network is experiencing slower than normal network
response times.  Our network (and the CDDIS) are up but connections
are very slow since earlier today.  This problem has meant that some data
deliveries are not going through and users are having difficulties
connecting to the system.  The IT staff here is working on the
problem.  Let's hope the situation improves soon.
