In the November 2003 issue of "GPS World" on page 12,
the piece entitled "Leap Second May Affect Some Units",
the first paragraph is wrong.  There will be no leap
second insertion into UTC, neither on 27 November nor
31 December nor any other forecast epoch.

Leap second decisions are made solely by the International
Earth Rotation and Reference Systems Service (IERS),
specifically by the EOP Product Center at the Observatoire
de Paris.  Please refer to the website at:

The actual problem is one of certain receiver firmware
and was described already in IGS Mails #4679 and 4717.
