DUTIES:
This position is located in the Time Transfer Division, Time Service
Department, at the United States Naval Observatory (USNO), Washington, D.C.
As part of a team consisting of engineers, mathematicians, and technicians,
the incumbent maintains and develops mathematical and statistical techniques
to monitor designated radio navigation and timing systems of interest to the
Department of Defense (DoD) and associated civilian users, such as GPS and
WAAS. Also monitors the timing transmissions of Loran and Two-Way Satellite
Time transfer (TWSTT) to remote sites. Diagnoses problems in hardware,
software, or mathematical and statistical algorithms. Interfaces all
monitoring equipment to the departmental computers and ensures that the
mathematical and statistical algorithms used in the different systems are
complementary. Reduces and processes radio timing data. As new satellites or
systems are made operational, develops new software and mathematical and
statistical algorithms or clones and modifies existing software and
algorithms to accommodate the new data. Performs analysis on the radio
timing data, including both operational and developmental statistical
analysis and modeling of satellite performance and of time-transfer using
carrier-phase and/or code-based techniques. Studies and applies mathematical
and statistical methods such as adaptive ARIMA or ARMA models for combining
data from different systems. Develops and implements mathematical and
statistical algorithms for error analysis and error removal. Coordinates
operations between the USNO and designated satellite-based control
facilities. Responsible for the maintenance of the data and status files
which are accessed by users via the USNO Automated Data Service (ADS).
SPECIAL REQUIREMENTS:
QUALIFICATIONS:
Applicants must meet the following qualification requirements:
The basic requirements include: a degree in mathematics; or the equivalent
of a major that included at least 24 semester hours in mathematics.
OR
A combination of education and experience -- courses equivalent to a major
in mathematics (including at least 24 semester hours in mathematics), as
shown in A above, plus appropriate experience or additional education.
The total coursework in either A or B above must have included differential
and integral calculus and, in addition, four advanced mathematics courses
requiring calculus or equivalent mathematics courses as a prerequisite.
In addition to the basic requirements, applicants must have 1 year
specialized experience equivalent to at least the next lower grade level, as
defined below, that equips the applicant with the particular knowledge,
skills, and abilities to perform the duties of the position:
· For GS-7: Experience in the performance of assignments which provided
experience and training in the application of professional skills in the use
of mathematical methods, procedures, and techniques. Such experience
included statistical analysis performed in an accredited institution or in a
professional capacity; coursework in either C or C++; and at least a
laboratory course in electronics.
· For GS-9: Experience that demonstrated knowledge of a wide variety of
mathematical analyses, computations, and measurements of limited scope.
Experience included an error analysis in a professional or educational
setting; coursework in either C or C++; and familiarity with electronic test
equipment such as oscilloscopes, voltmeters, and frequency counters.
· For GS-11: Experience performing a wide variety of mathematical analyses,
computations, measurements, and evaluations of moderate difficulty and
complexity. Has undertaken in a professional capacity an error analysis of a
complex system. Has written, assembled, and debugged several computer
programs in a high-level language. Has created fully functional electronic
circuits for specific tasks, and demonstrated familiarity with electronic
test equipment such as oscilloscopes, voltmeters, and frequency counters.

KNOWLEDGE, SKILLS, ABILITIES:
Applicants should include sufficient information in the experience blocks in
the Resume Builder that demonstrate experience, knowledge, skill, training

Knowledge of math and statistics. (Give examples of tasks you have
undertaken that required statistical skill such as error analysis of a
complex system.)

where the products included input/output connectors, integrated circuits,
transistors, and other basic circuit elements. Also give examples showing
knowledge of test equipment, such as oscilloscopes and voltmeters.)
