[IGSMAIL-4387]: Corrected Site Information Forms for GMAS and compensation of receiver clock offset

Dear colleagues,

We updated the Site Information forms for GMAS have been sent to the IGS 
CB.
In that update, we corrected receiver type as a regular name.

Moreover, we tried compensation of receiver clock offset as 
post-processing
after the station maintenance.
Clock offset is discontinuous in the following periods.
When you use GMAS data on 2003-05-21 (141 doy), please be careful.
