[IGSMAIL-3806]: CDDIS now operational

The good news is that the CDDIS computer is now up and running again.  The
data archive is now accessible via anonymous ftp and the web sites are 
operational.  We are in the process of catching up.  The bad news is that
the system still has to be moved to a new computer room next week.  This
move could happen as early as Monday, April 1 (great, April Fools
Day).  Needless to say, I am very concerned about powering the system down
again, but we will work our best to facilitate a smooth transition.
