A new bug has been discovered in the Rogue software affecting the
observables when AS is turned on. There are newly discovered biases in the C/A
psudorange as follows:

Bias [m]			Satellite

- 1.0			1,2,3,4,5,6,9,10,11,12,13,14,16,18,19,20
			23,25,26,27,28,29,30,31,32

+ 30.0			7, 15, 17, 21, 24

- 30.0			8, 22

These biases are unfortunately not perfectly predictable, since they
vary with time, hence the only solution is to correct the software
for them (rather than to adjust observables in post-processing).

This problem has been corrected such that the biases are brought down
to the 2 nanosecond level (~60 cm). This new Rogue software version
will be called V7.4. The release schedule is as follows:
