[IGS-DCWG-197] Re: exclude SVTL from merging navigation files

Hi Nacho and colleagues,

Some points from my side:

1. Blaming single station providers for distributing corrupt data is not
a step we should take. Everyone relies on the manufacturers and their
software. Therefore we should find a way to check such files before
splicing them. There are already solutions out there, e.g. gfzrnx.
Manually removing stations (for whatever period) is not sustainable if
you manage more than 400 stations. Those files should have never been
put on the FTP or not considered for merging.

2. There are more stations in the network, that produce corrupt
navigation files for Galileo. This affects all Javad's with JPS2RIN
before version 2.0.168. So we should advice those operators to update
their JPS2RIN version.

All the best,

Markus
