[IGS-DCWG-196] exclude SVTL from merging navigation files

Dear Data Centers,

 From some hour ago station SVTL is corrupting the merged navigation 
files across the IGS due to lingering rollover effects, this affectes 
several automatic systems around the world. The station SVTL is 
producing very incorrect navigation files with the catastrophic effect 
of setting more than half of the GPS satellites as unhealthy which is 
VERY wrong!

Please exclude all SVTL data files from the navigation file merging 
process (all  brdc/ hour files) until further notice and re-generate the 
recent merged navigation files . Thanks.

This is what the svtl files contain ... a mess!! I have already written 
to the station to stop sending incorrect files and to take measures to 
correct the problem.
