[IGS-DCWG-125] Update - IGS XML DIscussion at the GGOS Metadata meeting

Dear Colleagues-
Earlier this week during the GGOS Metadata Meeting in Boulder, several
of us who have been participating in the IGS XML discussions had the
opportunity to build on the work done in previous telecons, e-mails, and
Google Docs collaborations. It was great to meet a few of you for the
first time in person, and to reconnect with others. We missed those who
were not able to attend.
Of note from the discussions this week:
1. Please see the Updated Results Google doc, where there are some new
comments on several questions:

2. We have asked for input from the IGS Antenna WG for questions 29 and
31 from the Updated Results document.
3. Work is beginning on taking the Updated Results document and turning
it into the draft IGS Site Log XML Schema 1.0. Nick Brown, Roger Fraser
and Mindy Squibb are taking this on. All of us will be able to comment
on the schema followed by finalizing and adoption.
4. To document how we intend for the the resulting schema to be used in
practice for machine-to-machine metadata exchange, and other purposes,
we will be relying on all of us who plan to use this technology to
submit Use Cases. I will be creating a couple of examples, and then will
call for others to prepare and submit additional Use Cases.

6. According to Steve Fisher from the Central Bureau, the CB intends
that the text site log format will be revised to be consistent with the
XML schema adopted by this group.
