[IGSSTATION-9243] GOPE00CZE, GOP600CZE, GOP700CZE: external frequency changed

Due to end of cesium beam tube on yesterday i.e. 2026-08-26 the external 
frequency source from the cesium atomic clock at the Geodetic Observatory 
Pecny was changed to an GPS Disciplined Rubidium Time and Frequency 
Standard today i.e. 2026-08-27. The change impact all GNSS receivers at 
the observatory i.e. stations GOPE00CZE, GOP600CZE and GOP700CZE.
The updated site-logs are waiting for review in the SLM.
