[IGSSTATION-9214] GOP600CZE and GOP700CZE: interruption from 178M till 180F

Due to an unknown reason, the GOP600CZE station did not measure data in 
the period DOY 178 hour M to DOY 180 hour F. The IGS station GOP700CZE, 
which is connected to the same antenna, did not measure in the same 
period. The data from the GOP600CZE station up to DOY 182 hour J were sent 
later and contain outages.
