[IGSSTATION-9209] DYNG00GRC : Back operational after major repairs

Dear Colleagues,

DYNG00GRC is back operational after major repairs. Monumentation and antenna have been damaged by a roof structure during a storm (2026-01-28).
The station has been re-installed in its original configuration directly above the ground marker, with a new antenna. The small coordinate offsets are derived from a topometric survey tied to DORIS (official IGN survey report will be published later).
New sitelog has been submitted to EUREF and IGS.
DT files have been lost from 2026-02-02 to 2026-05-26.
