[IGSSTATION-9196] ISPA00CHL: receiver replaced

Please be advised that the receiver at the ISPA00CHL (Easter Island, Chile) has been replaced with a new Septentrio PolaRx5 receiver.

Data publication has resumed, and an updated site log reflecting this change has been submitted to CB for publication.
