[IGSSTATION-8946] SNI100USA: receiver and antenna swap

Dear Colleagues,

The USGS has replaced the receiver and antenna at the San Nicolas Island (SNI100USA) IGS station.  Unfortunately communications was lost with this station and there is a data gap from 30-MAY-2019 -> 15-NOV-2024.  Here is the update IGS site log:
