[IGSSTATION-8936] ACSO00USA: data outage and firmware update

Dear Colleagues,

The was a break in the AC power line to ACSO00USA in September 2024.  The power line has been repaired, but unfortunately there is no data from 01-OCT-2024 through 13-APR-2025.  The receiver firmware has been upgraded to version 5.6.0.
