[IGSSTATION-8917] NRCan: Incorrect Doppler Polarity in RINEX3.03 files

Dear Colleagues,

The RINEX3.03 observation files provided by NRCan-Canadian Geodetic Survey contain doppler calculations with the incorrect polarity convention.  Starting on March 30, 2025 (DOY 25089), Hour 00, Minute 00, all RINEX3.03 observation files will contain the correct doppler polarity convention.  At that time we will begin correcting and resubmitting the historical RINEX3.03 observation files containing this error.

A list of NRCan stations impacted by this change is provided below.  We apologize for any inconvenience this may cause.
