[IGSSTATION-8913] PALM00ATA: resume publication

Dear Colleagues,

We are pleased to announce that the PALM00ATA station will resume data publication effective February 22, 2025.

To address the signal tracking degradation observed since the second week of December 2024, a temporary antenna cable has been installed. A permanent replacement cable is currently en route to Antarctica, and we will keep the community informed regarding its installation.

An updated site log reflecting these changes has been submitted to the IGS for publication.
