[IGSSTATION-8907] HNPT00USA: repaired and operational with new antenna cable, receiver and antenna

Dear Colleagues,

HNPT00USA station has been repaired and is operational once again as
of 8 February 2025.  The station's antenna cable was severed on 30
January 2025 during the installation of a replacement station named
HNP200USA.  HNPT00USA has a new antenna cable, Septentrio PolaRx5
receiver and Tallysman VC6050 choke ring antenna.
An updated sitelog will be submitted for publication.
