[IGSSTATION-8897] VOIM Hardware exchange

Dear Colleagues,

I am happy to announce that our station VOIM in Madagascar is back 
online. We changed hardware to a new JAVRINGANT_G5T NONE and a JAVAD 
TR_2S receiver.
The receiver is installed inside the GFZ developed tinyBlack GNSS data 
logger.

An updated log file was submitted.
