[IGSSTATION-8867] MCM4 new receiver

Dear IGS community,

The GNSS receiver at station MCM4 has been upgraded to a Septentrio 
PolaRx5 on 11/25/2024 at 9:48UTC, replacing the Javad Delta 3. Data will 
become available as soon as quality checks have completed.
