[IGSSTATION-8809] Data Outage: CPNM00THA, DLTV00VNM, and NCKU00TWN

Dear colleagues,

We would like to inform you regarding the following three stations:
1) CPNM00THA station has been down since April.
2) DLTV00VNM station has been down since April.
3) NCKU00TWN station has been down since August 11 (DOY224).

We are currently investigating the causes. We apologize for any inconvenience.
