[IGSSTATION-8805] KOUC and NRMD - Changing name of Rinex3 files

Dear partners,

We would like to inform you that since 08/08/2024 we have changed the name
of compress Rinex files V3 from our stations *KOUC* and *NRMD *(located in
New-Caledonia *NCL*).
The old name was :  STAT00NCL_*R*_yyyyddd0000_01D_30S_MO.crx.gz (where STAT
= KOUC or NRMD, yyyy= year, ddd= day of the year)
The new name is :  STAT00NCL_*S*_yyyyddd0000_01D_30S_MO.crx.gz (where STAT
= KOUC or NRMD, yyyy= year, ddd= day of the year)
