[IGSSTATION-8792] Station ZAMB data operations restored

Dear IGS community,

The ZAMB station went offline on 2023-10-04 due to network problems, but 
the issues were finally resolved. In addition, the data collection 
computer has been upgraded. Data are now available as of 2024-07-17. Any 
data that *may* have accumulated on the old computer during the outage 
will be published after it has been returned, although this may take 
several months. A followup announcement will be made accordingly.

No other equipment changes were made.
