[IGSSTATION-8757] OWMG00NZL : Station back online after antenna outage

OWMG00NZL station is back in operation since 2024-04-05, after an antenna outage.
Data from 2023-07-01 23:30 UTC to 2023-12-21 13:45 UTC to have been lost. Data since 2023-12-21 will be available soon.
Antenna has been changed 2 times :
	- SN 5925338582 : From 2023-12-21 to 2024-02-08
	- SN 5925338546 : Since 2024-02-08
Please note, we are observing a significant and unexplained increase in the reference position of the station, on the vertical axis (without intervention on the monumentation). The behavior being the same with the 2 recently installed antennas, we suspect a calibration problem on the antenna which failed in July 2023.
