[IGSSTATION-8755] NANO: intermittent communications delaying data postings

We have lost connection to our site again, effective 2024-03-27T21:00:00 UT, with some intermittent connection in the hours beforehand. The issues will require a site visit to repair, which will not occur for some days. In the meantime we will continue to try to catch up data postings via requesting power cycles, which seems to restore communications for a short period. There should be no loss of data.
