[IGSSTATION-8745] CIBG00IDN : firmware downgrade

Dear Colleagues,
 
Trimble Alloy receiver firmware has been downgraded to version 6.16 for CIBG00IDN station, due to Rinex production failures with previous firmware version. New sitelog has been submitted to IGS.
