[IGSSTATION-8734] GOP700CZE is up again

I am glad to anounce that JAXA and his contractor MOUBIC changes the 
malfunction receiver with a new one. Now, the GOP700CZE station is up 
again and it resumes measurement and RINEX data publication to the data 
centers.

I appologize for all inconveniences - introduced namely by long downtime.
