[IGSSTATION-8730] USN7 and AMC4: resume data publication

Dear Colleagues,

On January 16th, 2024, JPL experienced a temporary loss of access to both the USN700USA and AMC400USA data acquisition systems. Thanks to the support from the network personnel at the US Naval Observatory, both stations are now back online. All backlogged data has been successfully recovered and our systems have been restored to full operational mode as of January 29th, 2024.
