[IGSSTATION-8721] PALM00ATA: Tracking issue

Dear Colleagues,

We are experiencing performance degradation with PALM00ATA at Palmer Station, Antarctica. Despite our initial troubleshooting efforts, we have not observed any improvement in tracking. Therefore, we have temporarily halted data publishing while we actively investigate the situation and plan to replace equipment at the earliest opportunity, potentially in April, given the scarcity of available shipping opportunities.

We will keep the community informed of any important updates as they arise.
