[IGSSTATION-8717] OP7100FRA/OPMT00FRA: reference time scale issue on DOY 353

Dear Colleagues,

We inform you that the H-maser providing the signal source of the UTC(OP) time scale, which is used by OP7100FRA and OPMT00FRA stations, suffered a major issue starting 03:00 UTC on Tuesday 19 December 2023 (DOY 353, MJD 60297). The situation went nominal again that same day starting 14:00 UTC.

We advise to discard the related data from both stations from 03:00 UTC to 14:00 UTC, where the clock signal feeding the stations was irrelevant.
