[IGSSTATION-8694] KIR800SWE: Signal tracking back to normal

Dear colleagues,

KIR800SWE is tracking L2 and L5 as normal again since 2023-11-09 23:50UTC. Due to a mistake the RINEX file upload was never stopped, so all files are available as usual. 

No equipment has been replaced yet so it's possible the issue will return, and we are still considering replacing the antenna.
