[IGSSTATION-8692] KIR800SWE: Signal tracking issues

Dear colleagues,

Since earlier today, 2023-11-09 11:20UTC, KIR800SWE is no longer tracking L2 and L5 signals. File uploads for the site will be paused until we have solved the issue.  

We suspect the antenna is broken and may need to be replaced.
