[IGSSTATION-8679] GOP600CZE: firmware upgrade and RINEX 4.00

The Septentrio PolaRx5 receiver at the GOP600CZE station was upgraded to 
the firware version 5.5.0 today. The site-log was updated in the SLM 
system.
Coincide with the upgrade the data from the GOP600CZE station are send 
in the RINEX 4.00 format now.
