[IGSSTATION-8643] BOGT data outage and availability

Dear IGS Community,

Station BOGT experienced an outage due to a data computer failure which 
caused a data gap beginning 2023-06-15T03:30Z. A new computer has been 
installed and data collection has resumed as of 2023-07-06T20:44Z. Note 
that the receiver and antenna remain unchanged.
