[IGSSTATION-8633] UTQI data outage

Dear Colleagues,

the GNSS station UTQI (Utqiagvik/Barrow, USA) is currently unavailable 
due to a break in the undersea fiber cable running to Utqiagvik since 
Sunday 6/11. The repair of this cable will take time, probably about 6 
more weeks. Hopefully the data is stored on the local harddisc and will 
become available as soon as the internet connection resumes.
