[IGSSTATION-8587] SEY2 instrumentation changes and data availability

Dear IGS community,
 
On 21 Nov 2022 the GNSS antenna at station SEY2 was damaged by an electrical storm resulting in a loss of tracking. An engineer was finally able to visit the site to replace the antenna at the end of January 2023. 
 
Additional equipment changes are as follows:
 
    Javad Delta 3 was replaced with a Septentrio PolaRx5
    Paroscientific Met4 exchanged for another of the same model
 
The site log has been updated accordingly. GNSS and hourly met data are now available starting from 2023-01-31.
