[IGSSTATION-8553] MCIL00JPN: Offline and exchange receiver

Dear colleagues, 

The connection to MCIL00JPN was lost on September 2022.
GSI investigated on 7 December 2022, but the problem has not been resolved.
At that time, we replaced receiver with same model (but firmware is upgraded) .
We uploaded data for the period from 2022-09-16 to 2022-12-06 when communication was lost.
Near future, we plan to make further connection improvements.

We apologize for any inconvenience and late announce.
