[IGSSTATION-8552] HERT: Data loss, power issues

Dear Colleagues,

We have suffered a local power failure to the building hosting the HERT receiver (day 353). We are unable to restore power now before the holidays, so there will be a significant outage. We apologise for any inconvenience, unfortunately it isn't our building so is beyond our direct control.
