[IGSSTATION-8474] HLFX00CAN: Receiver Upgrade

On 2022-07-15 at ~13:00ut the GNSS receiver at HLFX00CAN was upgraded to a SEPT POLARX5.  An updated site log will be submitted to the IGS SLM shortly.
