[IGSSTATION-8467] NIST station receiver and antenna upgrades

Dear colleagues, 

We upgraded the NIST station receiver and antenna--replacing a 15-yr old setup. The new configuration supports multi-constellation and the data submission format has been updated to RINEX3. This change is effective  MJD 59745 (June 15, 2022).
