[IGSSTATION-8370] KGNI00JPN: resubmitting archived RINEX Ver.3 data using RNX2CRX

Dear Colleagues,

The data sets with RINEX Ver.3 format between 11/11/2021 (DOY315) - 
10/12/2021 (DOY344) and 18/10/2021 (DOY291) - 05/11/2021 (DOY309) have been 
resubmitted to CDDIS. These data sets are compressed using Hatanaka compact 
RINEX tool (RNX2CRX).

We apologies for the inconvenience due to lack of data.
