[IGSSTATION-8334] KGNI site: resume operation

Dear Colleagues,

The operation of station KGNI (Koganei station, Tokyo, JAPAN) has been 
stopped due to receiver malfunction since Mar. 28th, 2021. We have 
re-installed the new receiver last week. The new measurements have started 
on October 21, 2021 at around 10:00 UTC.

In addition, we have submitted updated the site log of the KGNI to IGS.

We apologies for the inconvenience due to long lack of data.
