[IGSSTATION-8315] TORP00USA: site log correction

Dear Colleagues,

When the USGS upgraded the antenna at the Torrance Airport (TORP) IGS station, there was a 24 hour period where the antenna had no radome installed.  Then one day after the antenna installation, the field crew returned to install a SCIGN Short (SCIS) radome.  The corrected site log has been submitted to the IGSCB.  The RINEX for DOY 264 (Sept 21st) has been corrected to have a radome of NONE since most of the data for that day was collected without a radome installed.  The RINEX for DOY 264 has been re-sent to CDDIS, IGN, and WHU.
