[IGSSTATION-8285] UTQI00USA: communication issues

Dear colleagues,

We are facing communication issues for our station in Utqiakvik, Alaska since August, 28.
The IT team of our local partner is currently working on a solution.

From time to time we are receiving 15M files, which also means that the hourly and daily files are incomplete.
The data recording is working so that we will resubmit the incomplete files once the communication is up again.

Apologies for the inconveniences this might cause.
