[IGSSTATION-8280] SFDM00USA: receiver firmware update

Dear Colleagues,

The receiver firmware has been upgraded to version 5.4.0-patch1 at the Santa Felicia Dam (SFDM) IGS station.  A site log update has been submitted to the IGSCB.
