[IGSSTATION-8193] FAIR receiver upgrade

Dear IGS Community,

Station FAIR went offline briefly for a receiver upgrade to a Septentrio PolaRx5 on 4/14/2021, replacing the Javad Delta 3. Daily data files published beginning April 14 are available now.
